Civil Electrical Engineer graduated from the Technical University Federico Santa María, also has a diploma in Free Competition from the Pontificia Catholic University of Chile.

Throughout his career Rafael has worked at National Energy Commission, as Deputy Director of Tolls at the CDEC-SING and up until 2018 performed as Technology and Innovation Manager at National Electric Coordinator.
